Depends. AFAIK flagstone refers to the shape more than the type of stone. It comes in many varieties, some of which may be safe and some which may not be. It is best to stick to things from the ocean.
Most flagstone would have a lot of silica and would not be very porous. So aside from decoration it would be utterly useless even if it didn't leach something bad.

I wouldn't use it, dosen't look natural and is not very porous for the bacteria to colonize. Use live rock if you can afford it.

I wanted to do some sort of rock shelf in the back of my tank. It is pretty ways to work with and shape. Just worried about the composition.
