Flame Angel Before Smaller, Less Aggressive Fish?

I have a 90 gallon aquarium with 2 Firefish, 1 Cleaner Shrimp, 1 Royal Gramma and 1 Pearlscale Butterflyfish.

I also want to purchase a Flame Angelfish along with some other, smaller fish (maybe a Cardinalfish or YWM Goby).

I'm still not sure about which small fish I want, but I am set on the Angelfish.

My question is:

Can I buy the Flame Angelfish now, and add the smaller fish that I plan to buy later? I don't want the Angel to harass or kill any newcomers.

I'd wait. I've seen multiple flames that would kill new fish or give constant chase. Angels seem to be a good fish to add almost last.

I've only had dwarf angels be aggressive with other dwarf angels and fish that are very similar in appearance or eating habits.
