Yes, it's safe. I've done hypo on a various pygmy angels including flame, bicolor, cream, flagfin and flameback without any issues.

Yes, I've used cupramine on pygmy angels before as well. My preferred treatment is cupramine while hypo is a very distant second choice.
 
Some dwarf angels are copper sensitive, but Cupramine is much less toxic to the fish and very well tolerated (IME.) I've never had an issue with any of my dwarfs (or any fish) being treated with Cupramine. I've got a nickel sized flame right now in QT with Cupramine.

They do tolerate hypo. But keep in mind that hypo is only affective against ich. Not velvet or flukes.
