I have a flame angel with one bubble eye. I noticed it today when I got home from work. Yesterday everything was fine. What is it? Is it contagious to the other fish? How should I treat it?

Look up popeye.
He probably has popeye. It can because of less then optimal water quality or injury.
If that is what he watch him close, make sure the water is good and it should heal up by itself.
Secondary infections can happen, but more often then not it will heal by itself.
You should get some Maracyn-2 to have on hand just in case (might be a good idea in general)
