technically, it is still 25% off

before sale, a $100 item will be $109 total.
during sale $75 + 9% tax = $81.75

($109-$81.75)/$109 = 25%


if tax was not charged, it would still be 25% off.

Somewhere the math is wrong. It's still 25% off but instead of paying 75 when they didn't charge tax. It's now 81.xx

they charge tax regardless if its on sale or not.
It is incorrect to compare to before they did not charge tax because you cannot turn back time, and besides, prices constantly change, so it only matters to compare prices that you can get right now. hence, always shop around.
