Flatworm Frustration

Is it possible for flatworms to be resistant to Flatworm Exit? We have treated our tank 4 times with it now and they are back again. Some managed to stay on the glass during the last treatment and we tried squirting the treatment right at them and they still survived. We know they are flatworms for sure. Each time they come back it is very slow and then all of a sudden there are thousands.
Any suggestions on what else we could do? Getting a type of fish that eats them won't work because we would want to quarantine the fish first for a few weeks.

They could have become immune to smaller/regular dose sizes if you've done it 4 times.

I used to see my scooter blenny pick at them a bit...not sure if they're supposed to but he did.
 
siphon some in a bucket and dose until they die, you'll fine the dosing required. (xx drops/gallons).
 
When we do it they are dieing in droves but not all of them die. Does that mean it has to be stronger? I don't want to kill any other livestock.
