Flow through 40W UV

Can anyone tell me what the ideal flow through for a 40W UV unit should be.

My 40 watt Rainbow Lifeguard is rated at 1500 gph maximum flow. I currently have about 600 gph running through it. Slower pass rate means that bad guys are exposed to the UV longer with each pass. Higher pass rate means that each cc of water will be exposed more often every day. IMO higher flow is more effective/deadly than slower flow.
