Fountain feather duster on the fritz

My fountain feather duster won't stop twitching out of the spots I put him in. He always ends up on the sand bed. I have many feather dusters, all of which are in perfect location on the live rock doing very well. Except this guy ( Maroon and gold ) I never see him twitch on his own it always when I'm not looking. Is he destined to be a bottom dweller or could i glue him in place without regret?

Here's a description from Live Aquaria, I'm sure you can find more info on the web or in books about where they need to be. Generally though if a creature moves its location it is because it isn't where it wants/needs to be.

from Live Aquaria...The Dwarf Colored Feather Duster is usually found in the coral rubble at the base of the reef, with some of the rubble being incorporated into its parchment-like tubes. It requires a well-established reef system since it is dependent upon floating plankton for its diet.

I don't think it would do any good to glue it's tube in place, it would just leave its tube and create another one elsewhere.

And gluing the worm's body to anything is NOT a good idea.
