Frag placement

What works the best to attach frags to rocks in your tank? Filling in spaces on my rock, have some nice frags coming Weds. What can I use to stick them to rocks I can't take out of my tank?
Tried 2 kinds of epoxy, super glue gel and both weren't very effectice even on loose rock, so I don't think they'll work with what I want to do.
Suggestions/advice please.
