Fromscratch again?

Well here I go again. We have been trying to set up an aquarium tank for going on 3 yrs, and thought we might get it done before spring. RODI accident flooded the room so we had to break things down while the CUC was really taking off and some fish had finished TTM and were in QT. Now it back to square 1. The rock is cycled and in barrels now keeping the bacteria happy I am hoping.
My question is about how I can introduce everything back into the DT once it gets set up again. Do I need to begin cycling the tank again and reintroduce the fish into QT? These fish have already been in QT almost 3 weeks now but will this tank be ready to support them?

Since the rock has cycled you should be able to set up the tank with the rock and start adding any fish that has completed the quarantine slowly right away. I would limit the fish additions to two a week to allow the bacteria to catch up with the bio-load.
