Dried out for 6 hours the ice melted however it didn't smell bad so I refrozen it should I not use them?

I'd still use it...
Just as an example I've purchased frozen foods like Beef Heart, Brine Shrimp etc before in the middle of summer. (100+ degrees) Being that I didn't have an air conditioner in the car these foods turned to warm mush by the time I got home. After a few hours in the freezer they were good as new. I fed these foods to both my freshwater & saltwater fish and nobody seemed to complain.

lol, it's just fish food. People tend to OVERthink this topic WAY too much.
Heaven forbid you were in a bad plane crash over the South Pacific and your body got caught up on the rocks. Do you think the fish would hesitate to eat you? They would feast on your corpse, just like they would food that has thawed out for a few hours.

I wouldn't. Is it worth the trouble for a few bucks? You already know this hobby ain't cheap... So what's a few more bucks. Left out for six hours? Eff that, these fish are tough enough to get to survive and thrive, why lessen their chances?

Either or. dump it , use it. I wouldnt over think it. Pe is a solid product. My fish reject certain pieces of food for whatever reason. I know stuff happens. 10 bucks I d probably use it quick or toss it.

I think it largely depends on the fish and inverts you plan to feed it to.
I would not feed it to fish or inverts that only eat fresh foods. Typical example would be plankton feeders like Anthias.
On the other hand predators that eat large prey and scavengers that in the wild get a good deal of their food from dead bodies usually have the stomach to deal with high bacteria loads in their food. Examples would be most crabs and shrimp as well as larger groupers and the like.
Though I would dump it in any case if it has discolored - fouled Mysis turns dark (= nearly black).
