Fully stocked?

New to saltwater have 90 gallon tank with 15 gallon sump and protein skimmer. I have a couple corals. A carpet anenome,two clowns, 1 cardinal fish, one yellow tang, one foxface, one midnight damsel, a dogface puffer, a king blenny, two engineer gobies, three yellow damsels that came with tank, and a snowflake eel. Is that overstocked?
 
I'd say yes. The tang, foxface, and puffer will all likely need to be moved out eventually because of their individual sizes and swimming requirements. You'll have to be careful with the eel too as it might turn one of those tankmates (if not more) into dinner eventually. There's also the issue that the eel will produce a lot of waste when compared to the other fish. The smaller the tank, the more the waste will take over and the quicker that will happen.

14 fish with the eel included... That's a bit too many.
 
I have a 60 gallon freshwater. If i convert it to salt and let it cycle. And took the three yellow damsels, the cardinal, and the midnight damsel and moved them over to make a small reef tank would that help?
 
Yes, way overstocked and fish that are too big for a 90. The right thing to do would be to return those fish or sell/trade them to someone with a larger tank.
 
Eventually you will need a bigger tank for the foxface and the puffer. Get rid of them and add a nice wrasse or two :)
