Fuzzy white cotton like patches on fish - Marine Velvet?

Can anyone explain to me in short what Marine Velvet is, and what the symptoms are?

loss of appetite, severe scratching, erratic swimming, Heavy breathing then gasping for air, lethargy... the fish may have a 'dusting' of spots which are white, gold or grey and may only be visible when you look head on. Many times by the time the spots or 'dusting' appear, it is too late

All of which the fish does not display. Maybe its not Marine Velvet, maybe its shedding scales or something dermatological. Could be??? I did notice that the baby blue tang has grown to a noticable amount in less than a week. It was a little under half the size of my clown, and now its a little more than half the size.
