But you can attempt to setup conditions in the tank so that is is "less" inclined to move.

I would use a mix of rubber cement and elmer's glue. Mix it up well then spread liberally on the anemone. Make sure to glue the gaping mouth shut as well.
 
Though crazy glue is often used to attach mushrooms, anemones are more motile and so it's not a good idea. Depending on the species, provide the correct substrate, light and water flow and once settled, it won't move.
