Golden Puffer Question

I have a new Golden Puffer that swims about when it is time to eat. He tends to spend the rest of him time perched on the sandbed. Is this normal behavior for these fishes? My LFS says puffers are lazy and they tend do do this. I would prefer to see him swimming around more but if he is displaying normal puffer behavior i am fine with it.

puffers are nocturnal so you will see them swimming a lot at night time

Most of them do this at first. After a while, it will be at the top spitting water at you waiting for food.
