Goldflake Angel needs help...

I purchased a goldflake angel 4-5 inches approx one month ago. He is in a stress free, healthy, established, good water quality 125. He eats regularly and at first glance would appear to be healthy(clear eyes, good fins). However looking closer you can see many spots of white almost worm looking white stuff coming out from under his scales. His body is getting thinner and more deformed by the day. I thought some kind of worms. He has been dipped in paraguard, formalin, and twice in prazipro over the last month. Nothing is ridding him of this condition. After the dips the white stuff is gone for a day or so before reappearing in different locations. The prior locations have now become open sores even with some bleeding. In an effort to scrape off the white substance I discovered it is almost puss like??? He is still eating and fairly active however extremely scary to look at his body. Please help, I have no idea what this condition is as I have never encountered anything like this with any of my angels in the past? Any ideas......
 
First off is to get him a seperate QT tank that you can treat with meds. When you dipped him what was in the bottome of the container? White dust would be velvet, jelly like things would be flukes. Pics and description of what came off in the dip would help. Be prepared to treat all the fish in the tank.
