is there a rule of thumb to tell if a gorgonian is photosynthetic?

Specifically is the blueberry gorgonian photosynthetic?

No, it is not.

Generally gorgonians with either REALLY white polyps or colorful polyps are NOT photosynthetic. Ones with slight off white to brown generally are.
