Gravity fed auto-topoff?

35 gal storage container mounted kind of high that is plumbed with a ball valve then a 90 finally a pvc cap drilled to accept IV tubing. That runs into my kalk reactor and then into my sump.

There have been some slight changes to the setup but the pictures are fairly accurate.
 
How does the actual topoff operate? Is it dripped to match the rate of evaporation or does it sit at water level and top off as the water level lowers?
 
It is adjusted using the IV tubing to match the evaporation rate, which on my system is about 5 gals a day.
 
Mine is super-ghetto, but works like a charm! I just bought a cheap acrylic container from the kitchen section of Target ($5), sealed the lid on with silicone sealer, drilled a small hole in the lid and bought a rubber stopper from a chemistry store. Then I ran airline tubing from my intended water level back through the rubber stopper, and another line from the bottom of the container down into my sump.

When the water drops, air gets into the container letting water run out until the level raises up enough to stop letting air in.
