Can you explain what the expoy is needed for? If the epoxy is glued to the plug and then glued to the rock couldn't you just cut it out and glue the plug to the rock? I've never tried gluing anything under water so maybe I'm missing something.

When your working underwater, the Super Glue by itself doesn't really provide enough structure or strength to hold up bull dozing urchins and snails, IME. You can make the frag stick with just Super Glue but they usually just get knocked off. The epoxy cures rock hard and provides a nice stable base. The super glue gives you the stickiness you need to make the frag... well... stick If that makes any sense.
