Tough one to get rid of. I rip it out by hand with a pair of long tweezers. They say not to pop the bubbles but when it covers everything you dont have much to lose. As the clusters get larger and tighter they actually begin to feed themselves ( my own theory ) they trap alot of detritus. Removeing the algae and blowing away the collected detritus helps. Then water changes with nutrient free water, heavy skimming, and competition for nutrients with macroalgae like cheato. It seems to come in cycles in my tank.
