Green LED on Osmolator Controller is Flashing

What is the cause of this? Nothing about the green light flashing is discussed in the manual. Thanks for any help.

This would indicate the water is at the sensor and just at threshhold of switching the pump on. Every ripple brings it away from "level" but until the level is low for 5 seconds it won't switch on the pump.
