Green Pagoda polyps are not opening up.

First let me provide you with 3 sets of photos. 2 mainly show the pagoda in the tank 2 weeks after I purchased it and where it is placed in the tank. The other shows my entire tank.

So the ISSUE at hand is that the GREEN PAGODA has not opened its polyps in about 2 weeks. I have had it for about 2 months. total. I do water changes of about an average of 15 gallons a week. Is it possible that the PAGODA is too close to the lights? I am using 2- 150watt 20,000 K HQI's. I really don't think that these lights are strong enough to do any damage to any of my corals but that is why I am asking everyone at Reef Central on their opinion. Also look at the other photos, do you see any problems with placement of the other corals? Currently everything seems to be doing okay except for the Pagoda. I even bought a tiny $20 bottle of Plankton that is needs to be kept in the fridge which I add as directed but nothing helps.
