Gunk ID? / Salt Creep?

Hey all. Does anyone know what this rust colored stuff is? It has pretty much only appeared on the silicone seals on my sump baffles. I haven't introduced anything into the system besides. I.O. Reef Crystals, Caribsea Aragonite Special Grade Reef sand "Dry", Dry ceramic rock, RO/DI, Microbacter 7, and Dr. Tim's nitrifying bacteria... Should I keep scrubbing it off or should I leave it be?

Also, I have one power cord from a PH that comes up over the rim of my tank and down behind into my stand. This is the only place I really have much salt creep and it is pretty thick. Is there any way to prevent or manage this or is it just inevitable?

You will get creep just have drip loops to prevent it from getting to outlets and electronics. Could be bacterial blooms from the additives. If its occurring in dark places it's my bet.

Kinda what I was thinking especially since the timing was kinda the same as my cycle really dropping everything down near 0.0ppm. There aren't any lights down under my stand yet either. Thanks for the input.
 
second photo is salt creep. Like John says create a loops to make sure you don't get it to the plug. Whats your water level in your sump? and how splashy is it down there? you could try some things to prevent that
