When I pulled my new 3166 out of the box today it came rolling out. I am not really sure what it's for, but it looks like it might be to plug one of the holes for the suction tubes so one can use only one if needed. Also is it necessary to use the tubes at all, except to keep small critters out?

OK I got ahead of myself, I see what the cap is for, I have a 1600/2 so I don't need it. As for the second question I still need input.

It is not necessary to use the tubes but it is beneficial to remove detritus, with the proper current the detirtus will get swept to below the filter and removed by the intakes. If you want more surface skimming you can cap one intake.
