Your lighting is one of the factors your nutrients(feedings, additives, water-is it RO/DI) also plays a big factor. Since your tank is only 12 gallons I would scrub off as much hair algae as possible-into a bowl or something, rinsing with tank water and then do a 10% water change and if you have some kind of filter dirty up the water and filter all 12 gallons of your water getting rid of any additional nutrients, but retaining your bacteria. If you're able to spend a little more purchase some phosphate remover and carbon and put them into filter bags and stick them into your tank until hair algae is gone(Kind of unsightly though).
