If 2 tangs won't eat it and the snails won't either, I would say it's almost certainly Bryopsis. I had a small case of it and I scrubed the rock several times and it came back, I tried turning the rock over (i.e. the bryopsis into the substrate) and it has not comeback.
Sea Slugs are about the only thing that will eat Bryopsis
