Halichoeres chrysus question

Will a juvenile Halichoeres Chrysus develop the adult male coloring pictured below if it is the only one in a tank or will it need another juvenile to stay a female in order for the terminal male to color up like this?

not to sure, but that is the nicest one i've seen!!! i would think it would need a female or a submale in order to spark the "terminal male" look...
 
Thanks. He had that coloring when he came in to the lfs. Unfortunately he is no longer with us and all the ones I've seen so far have been the normal juvenile coloring, all yellow with 3 spots on fin. Might have to get a pair and see if one will color up. Anthing to look for when getting a second one or just get the smallest I can find?
