I used it for over a year and always diluted it, then dripped into the skimmer's input chamber. I could test for PO4, start the drip and test again in the morning and it would be within .01 of where I thought it would be based on the dosage.
I've used the Hanna for over three years and don;t plan on using anything else to measure PO4. The + or - .04 is far better than what I get trying to read the colors on regular test kits.
