has anyone tried this to reduce NO3 and PO4

I know of several people that have followed SantaMonica's advice, and every single one saw a big improvement in their water quality, almost immediately too. I can't personally vouch for it, but I have seen it work for at least half a dozen other people.

I built a small horizontal one that fits into the middle chamber of my 29g biocube... let's just say that my corals have grown as much in three months with the algae scrubber as it took them 6 months in my larger 55g with a 30g sump with macro algae and a protein skimmer... same light ( i down graded my system), same salt, same water change regiment, same same same... double the growth... I'm amazed!!

This is under a 110 with a 40 gallon fuge. Unfortunately this was cleaned only a week ago so you are not getting the true results. This is what I discussed with Fitchguy about putting under his 450. This is a working unit and grows like crazy. light is only on one side.

Its a different system that works just fine, but like DSB they have gotten a bad rap due to user neglect. If you stick to the maintenance schedule they run great, neglect it and it can nuke your tank.

The sand-bed is six inches minimum and the scrubbers been running well over a year. baja have you been running one long? What have your issues been? This tank has been running close to eight years now.

I dont have the space atm for a scrubbers, but I would run one if I could.
