Having never painted PVC before...

What you want to do is have all your pvc cut to where you want it. Use masking tape at the ends to prevent spraying the areas that you will be gluing. Or, you can do it after you have everything plumbed up. Up to you.
I've yet to see this turn out great. Dye would probably be a better option. Or just buy colored pvc.

Not sure what you're saying.
I decided to mask it up and paint it before, I found something that said to not paint the part you will glue. I also didn't want the hassle of handling a big manifold and worrying about all of my valves getting sprayed.
Never seen or heard about she, but going with colored PVC raises the cost too much.

You can paint it before or after, but PVC cement works by melting/dissolving the surfaces that you're joining, so if they are covered with paint it won't work.
The easiest way is to assemble & glue everything first, then paint afterwards. If you need to paint pieces before, you can take some scrap pieces of pipe and put them in the fittings to protect the glue surfaces. any pipes you use need to have the ends masked off to whatever depth they will be inserted into the fitting.

Lots of info in my build thread about prep, set up, and painting with Krylon Fusion. Paint before install much easier to me anyway.....also as pointed out above you can buy colored pvc....alittle to late for me now but future projects OYEAH

Once it is fully cured, yes. From my research that I've done, I found out that if you scuff up the surface of whatever you will be painting with the fusion and let it cure for seven days, then it will be fine and it shouldn't flake off like many people complain about.
When you use the pvc cleaner/solvent before the primer/glue, it will remove any of the paint left on the pipe. I agree to either dry fit it together to prevent paint from getting inside the pipe during painting or cover the open ends of the pipe with masking tape beforehand.

From what I have seen PVC for Furniture are not the same diameters as plumbing PVC, also it is thinner wall including the fittings. I had a bunch of it but it was pretty much useless for plumbing, because it was different sizes. Maybe this stuff is the same, but I would check before ordering.Many way's to skin a fish

Multiple coats, i used krylon fusion to great effect, but only 1 coat, if i could easily remove my manifold and repaint i would, with NO LESS than 3 coats, it is still mostly black, but it is bit by bit flaking back into white.
So, before you hang it again, do 3 coats while you still can lol.
