Help Identify Disease

I have a One Spot Foxface in my quarantine that has been in there for 5 days. He was swimming around and eating a little then the last two days he has been acting funny. Hanging out towards the top, breathing fast, and not eating. I don't see any spot or lumps on him.

I wanted to get some options before I start mediation. If anyone has some input I would greatly appreciate it.

Based on behavior, my first guess would be velvet.
