Key Largo is only about 1hr away, some very good boats you can go out on to the reefs.
Google "key Largo snorkle charters" and enjoy.
I was down there last month, rented a 24ft boat for me and my family, went to Molasses reef and the Elbow, my 8yo was so happy to see sharks https://www.youtube.com/watch?v=hJG-47JPiE0
also, about an hour north is Phil Foster state park, its in Riveria Beach, right in the intercoastal, took my 18yo to that last year, few artificial reefs, 3 statues of hammer heads a couple boats, all within 100yds of the beach in about 15 feet of water
To collect you need a fishing license. There are limits to what you can collect and how much. No hard coral is allowed at all and some restrictions on soft corals.
