HELP my friend's 6 Line Wrasse!

I got my buddy into this hobby. He has a 6 week old Bio Cube 14. Live sand and rock. Parameters are fine and PH is 8.1. He introduced a wrasse to the tank and it is terrible. It has never eaten (10 days) it is upside down and not buoyant. It sometimes wedges itself in a rock; usually upside down...or it is just caught in the current and swirling in the tank. It is still alive!!! (I don't know how) I read things on line about what it could be. (virus/bacteria/parasite..etc) But I can't figure it out or how it is still alive. Does it have a chance and if so what can we do about it? Thanks for any comments or advice...
 
Actual values for the tank parameters would be helpful.

What have you tried feeding?
Was it eating before you bought it and if so, what?
What else is in the tank?
Is it possible the wrasse is getting bullied?

I usually have luck enticing picky eaters with gut loaded brine. If I were you, even if the parameters you test are within normal limits, I would start doing 20% weekly water changes if you are not already. Many problems will clear up on their own if husbandry practices are optimal.

Unfortunately, the problem does sound serious and a definitive diagnosis is not possible based on the signs you have mentioned. You may have just gotten a poor specimen, or one that was captured/handled suboptimally. When I buy fish, I only purchase ones that have been at the store for at least 3 days and that are eating.
