While I am not a shark expert, your shark needs a tank larger then 220 gallons with a very good filtration system and frequent water changes. Black tip reef sharks require at least a 500 gallon tank. They need to swim freely to live, to be able to turn a complete turn without any trouble or obstacles. If you have too much rock in the tank, it can present a problem, as it limits swimming room.
It sounds like your shark has a bacterial infection and will most likely be blind unless you can stop the infection quickly. I suspect your water conditions are not as clean as it needs to be, as you should not be having a problem with this type of infection if it is. I would start by doing a 20% water change right away. Sharks require water changes at least every two weeks, more often in a small tank. The next thing I would do is contact Kelly on the Marine Depot forum. You can find her here Disease, Health and Wellness - by Kelly Jedlicki. Post as much information as you can about the shark and your tank, including your water parameters. This will make it much easier for her to assist you. Good luck!
