Help on delayed level control

I want to disable my ATO level control for two hours during the day for ATO purposes. I attempted to set the level function to work with a timer. I set the timer to start at 5:00 pm and go off at 3:00 pm (therefore on for 22 hours and off for 2 hours).

Problem: The level control did not come on.

Did I do this incorrectly? Can I accomplish the same with programmable logic? Is there a way to do this with a timer?
