Help royal gramma is dying. I think?

I just got a royal gramma on Sunday and as of last night he's been lying on the bottom of the tank. I'm doing ttm and it's not even the first transfer yet. He seems to be breathing heavy, not eating he got tons of places to hide lots of pvc pipes. I don't see any injuries or diseases. Ammonia is in check 0ppm. Is this normal behaviour I've heard of them doing weird things. What can I do if anything to help the fish?

No. Not normal. Sounds like oxygenation problem with tank or with his gills, and gills is often either ich or flukes.
