Help! Whats wrong with my new clown?

Lfs. Seperate bags , but all the same water.. I matched the salinity, I should have just put them right in the tank, but I didn't know any better and did a long drip acclimation...

If they came from the LFS and weren't in the bag for long before you got them home, then it's probably not due to a buildup of ammonia. The ammonia issues seem to come into play with shipped fish who have been in the same small amount of water for hours -- usually overnight. A 90 min drip is still unnecessarily long for a fish, but unlikely to have done much damage in this case.

I would still try some roe / ova if you can get some from the LFS. That and mysis are the two things all of my fish eat reliably, everything else I've tried can be hit or miss.

A side effect of Prazi is a suppressed appetite. So if it's still in the water that could be the problem.
Could be that there is a disease present but until you can see other symptoms it will be hard to make a diagnosis/treatment. I would continue with the TT, which you seem to have a good handle on, then treat if something else comes up.

Just an update...

he really is losing his color, today he has been vertical most of the day. no longer towards the surface, but i think thats b/c he is too weak to get there. his breathing is the same as its been, very rapid. still goes nowhere near any food i put it.

here is a pic

Poor little guy. I watched your video and I would suggest turning up the airstone a good bit. There isn't much surface movement from what I could see. Prazipro can quickly deplete oxygen levels in a tank, so you really want surface agitation.

he was doing awful last night, getting stuck in the air bubble current and tossed accross the tank. completely vertical and struggling even worse... i knew it was only a matter of hours.

so i tried one last effort to get him a freshwater dip (to maybe dislodge anything stuck in his gills if that may have been the problem). well it didnt go well, he sank to bottom and ever 10 seconds would bug out. then after 3 min, he floated on top, i thought for sure he was dead, so i put him back in the QT, he floated for 10 seconds, then actually started breathing again. and went back to his normal awful state.

when i woke up he was dead. here is a pic, you can see something wrongs with his skin and gills. it was an awful 10 days for him. can anyone diagnose what was wrong with him, so i can make sure his partner doesnt get it?

I'm sorry for the loss of your clown. It's always hard to watch an animal suffer and be powerless to help.

You might want to post in the disease section. There are some knowledgeable guys that might be able to help you out. The gill flare following death is normal, at least in my experience.
