Help with Aquanotes

Ok. I got my cable in and I want to play with it.
I got an old old old laptop from work. I know its Win98 and thats about it. I tried just copying the Aquanotes 3.5c zip to a CD from my computer I am on now. It went. I copied and pasted to the work laptop, no go. Winzip is not on there. So I dl'ed winzip, copy to cd, put on laptop, it wont load. Says something about a device connected is not working. So I got back to my laptop, extract AQ3.5 to my desktop, copy paste, burn files to cd, already extracted. In the old computer its still doesn't work. I click on setup1.exe and it says, Invalid command line parameters, unable to continue.

Any thoughts? I am somewhat computer savy, Military 8years, plus programming in school, use on every single day, DIY stuff, etc etc.

The file that was extract and then put on the cd was a CAB file. I know I use those to mess with my cellphone, but dont know about desktops.

Any advice?
I know the computers from work are old. They were pretty much stripped down to run Computer Aided Dispatch stuff in our cruisers. And to watch DVDs. Thats about all they would do.
 
This sounds like a question for Curt but I can take a guess; check the version of Windows Installer and update it is possible. That is the program the is the shell for setup.

Just guessing.....
