If the tank has a plastic rim on the top and bottom and you are certain the seal on the bottom is leaking, drain it, trim the silicone out with a razor blade and reapply a heavy bead along the leaky seam. Are the side seams sound and not full of bubbles? Glass aquariums hardly ever blow out at the seams, the glass breaks first.
