Help with new fish

I have recently purchased a Flame Angel from my LFS (about a week ago), and the first couple of day we're rough. He was scared out of his mind every time I came near. He took nearly the whole week before he started eating normally, which was about 2 days ago. At which I was finally able to get a good look at him (he mostly hid behind the rocks), and noticed a white blister looking thing just under his mouth, and two underneath him. The very same day I noticed my True Percula started acting very lethargic. I figured something was wrong because he's normally very active, so I kept a close eye on him. I noticed he wasn't breathing heavy and he was eating normally. Nothing other than him not really swimming around made he think anything was wrong. Today I found the poor guy dead on my rocks, and I'm not sure if these events are related. I've had the tank about 2.5 months, and the only fish in it have been the True Percula and a Neon-Velvet Damsel . Both of which (up until the last 2 days) have been fine and healthy for the entire time I have had them (which is about a month now). My water parameters are (what I think) good. PH at 8.1, no ammonia, no Nitrite/Nitrate. The only thing that's pretty high is my salt level, at 1.023.I am honestly not sure what is going on. I think it might be marine itch only because I have noticed him (only twice in the 2 days) seem to scratch himself on the rocks and my protein skimmer. But from what I've seen on these forums the itch looks like little which marks, while what my fish has look more like blisters. I've attached the best two pictures I could get of him. If anyone has any ideas of what is going on, and how to solve this problem, the advice would be more than welcome!

Watch the spots very closely for a couple minutes. Do they move? If so, it's a type of parasite, likely flukes. They can look like a large, semi transparent fish scale on the side of your fish, but can be seen to move around a good bit if you look close enough.
 
After looking for a while I didn't notice any movements. Those last two pictures were taken from my Iphone, I just took some better ones. The bump looks alot like either a blister, or cotton that's been attached.

My first guess was also lymphocystis but this could also be bacterial. Some of it looks actually like beginning finrot.
