Help with removal of this Algae.

Alright life came up and my tank was neglected but I'm trying to revive it, this algae is overtaking the tank other then that is not to bad. Blackout process didn't work. Any suggestions?

As you get nitrates/phosphates in check (sub 5-10 nitrate levels or less) it will die off on its own..
But that may take some time and may never really go away completely but just turn brown/weaken,etc...

If you want to attack it now/immediately I would suggest removing the rock from the tank and soaking in 50% tank water/50% hydrogen peroxide and scrubbing it off with a toothbrush while its soaking.. (Lots of bubbles will form from the peroxide overpowering the algae and killing it)
Are there any corals on that rock? Some corals will have no problem with the dipping process.. others may..

If you have multiple rocks I suggest doing one at a time giving a week or so between each rock..
 
Mcgyvr is giving good advice - if you are going to soak the rock in peroxide, make sure as he suggests to not do all the rock at once, which will kill all your beneficial bacteria, cause a mini-cycle most likely and wreak havoc for tank inhabitants. Whether you use peroxide or not, some manual removal is key, however, because as the algae die, it will essentially be putting whatever nutrients it has already taken up in its tissues, back into the water. (this is a similar problem with turning off the lights and hoping the algae dies) If your filtration is improving as part of your tank revival - great, it might not be an issue, but consistent manual removal with nutrient export improvements is a good double-pronged approach. Make sure you add a filter sock to your return when manually removing - increase flow and trap all the algae bits in the water. I good hard toothbrush will work, or a steel brush is even better, but take off some coralline as well...
