Help with restarting a tank!

So i have this 20 gallon long jbj tank that has 2 big pieces of live rock in it and a few frags that use to be zoas. I had a powerfailure so the tank has been basically dead for 3 weeks. No water movement. No light. No live stock. The coral are pretty much gone.

Is it still safe for me to use that rock in a recycle? Or should i just start all over by removing the water and All the dead components and start fresh?

If i could reuse the rock for a new cycle how would i treat it?
 
Your rock is still good to use, it's just probably uncured now. In fact you could use the little bits of dead stuff that may be left on it to start your cycle your next go around. You may still need to add an ammonia source but you never know. I'd wash it still, as mentioned above.
