Trying to help a friend with a diagnosis and possible treatment options. This has developed over the last week. Looks like red bubble algae growing out of the head.
Any thoughts, links to other similar images, etc would be greatly appreciated.

I would wait it out and just monitor. As long as the fish is acting and eating like normal I would not stress about it. Any chance something could be just stuck on him?
