High Pressure Pump?

I have tried asking this question in another forum here in RC a while back and got no response. What makes a high pressure pump high pressure? What makes it any differend than another pump? Reason I am asking is I am picking up a new skimmer that needs a high pressure pump.... just not sure what make a pump "high pressure"?
 
9 times out of 10 if you look at the chart and it had a tall head but lower GPH, it's pressure.

For example, look at two similar pumps by Panworld:
PX-50 - 590gph and 16.5'
PXX-50 1110gph and 13'

Typically the pressure pumps will have smaller inputs and outputs, where flow will have large ones. In short the pressure pumps are built to get a smaller GPH way up in the air. Flow based move massive quantities of water, but after X amount of feet of head they just stop working at all or become incredibly inefficient.

I think I am going to go this route instead Iwaki MD40RLT 750GPH @4ft, 21.3 head. Correct me if I am wrong but this is a pressure rated pump as well?
