hob filter on 75 ?

It really shouldn't help with that. You're almost stuck with the damage your goby is doing.

Yep a filter won't help with your goby situation. Once he gets the top layer of crud out of your sand, the cloudiness should dissipate.

he has the sand is white as can be that little basterd wont stop its terable i just wanna flip everytime i see him doing it makes me wanna rip my hair out

You could try filter socks and carbon, etc to try to get it out of suspension as quickly as possible, but damage control is the best you can do right now...

I would say yes. Any kind of filration will help with particulates. The more filtration the more polished your water is. On my 75 I ran 2 emperor (sp?) 400 and my water clearness was excellent, without a sump. I didn't have the problem that you are having though.

I have a dragon goby that gets sand everywhere when he sifts. I sometimes get it floating in the water column but it's not constant like a sand storm like you are saying.

i wouldnt say sand storm any more but fog is more like it lol its fogy looking its anoying

A micron pad might help but you will be changing it every hour. Just let it go. It will eventually stop. Also what sand did you use?
