How big does a blue hippo tang get?

Are these fish more prone to ICH than other fish? Is ICH introduced or is it something the fish can carry for months without notice?

Any fish can have ich on it, and most do. The best ways to get rid of it are treating with copper or hypo, that is why a QT setup is recommended.

I may just have to buy a cheap 20g tank and HOB filter for a QT tank.

That is a perfect QT tank! No sand or live rock as they will absorb most meds. Also a heater, and a lid and maybe some flake plants and PVC to make the fish feel secure.

Yeah, don't plan on any LR or LS. Would a HOB filter from petsmart work fine. Just something with bagged carbon.

Hang on would be fine, but no carbon. Keep carbon on hand though for when you want to remove meds. Carbon absorbs meds, so you want to have other filter media for the tank all the time and use carbon when you want to remove meds.
