How do you agitate the surface water of your pico tanks?

hello, I have a 2.5g pico reef, I have a small pump in there to keep the water moving, but the surface water does not move and has a greasy film, how do I fix that

Point the powerhead more towards the suface, use a small HOB filter to provide agitation on the surface or hook up a surface skimmer to a AquaClear filter.
