How fast do ocellaris clowns generally grow?

I notice there is clear "fins" all around them , is this is a sign there growing , like new fins growing that haven't developed color yet?

No, the clear part of the fins will always be there, even on fully grown.

Growth rate and final size depends on tank size and also on tank height.
