How many driver can i dim with each variable speed port? (Apex)

I have two high power dimming on the same port just fine. Might want to build a resistor box to plug the Apex into and you can use this box as a splitter to other drivers.

Depends on the drivers. With the commonly-used Meanwells, 4-5 are ok per VarSpd port.

Does the variable speed port make the drivers fully shutoff, or should you also plug the driver into a controlled outlet as well?

Depends on the driver. With the 48d you can plug them into a eb8 but make sure you set them to turn on a few minutes apart. They have a huge inrush and if you turn them on at the same time it might trip your breaker.
