How many T5 actinics would you do?

I'm trying to decide between two or four 54 watt actinics with an Icecap 660 ballast on a 24" deep tank, along with two 250w 14k Phoenix's or 14k Ushios. Would two be too little or four be too much? I want the tank fairly blue with good color and growth. Any input appreciated
